WAILA (What Am I Looking At) is a mod by ProfMobius. It depends on the MobiusCore library as well as NEI. WAILA adds information to item tooltips that show which mod the item is from. It will also show extra information provided by the mod author.
Expanding upon the Highlight Tips feature from NEI, WAILA offers an in-world variation in addition to the in-inventory tooltip. The in-world feature can be toggled on/off by using the Show/Hide button (default numpad1). The in-inventory feature cannot be toggled on/off though. The keybindings for WAILA can be changed in the Controls menu.
