The Signal Tuner is a tool added by the Railcraft mod. This tool is used in Railcraft signaling mechanisms. It is used to link controllers, like the Block Signal to receivers, like the Distant Signal. Receivers will emit the same aspect as the controller that it is linked to. To link controllers to receivers, the tuner can simply be used on the controller, and then the receiver.
