The Ring of Liquid Banning is an item added by Actually Additions. When held in the hand, it will drain energy and cause all of the Water and Lava around the player in a 3 radius area to disappear. This can be disabled by holding the shift key. Each Water block removed consumes 150 Crystal Flux (CF), and each Lava block removed consumes 300 CF.
The Ring of Liquid Banning can be charged in an Energizer and discharged in an Enervator.
