The Portable Teleporter is an item added by Mekanism. It allows you to teleport to loaded Teleporter blocks, even if they are in another dimension. The destination teleporter does not need to be powered.
To use the portable teleporter, it must first be charged (for example in the charging slot of a Basic Energy Cube). Further teleportation distance will consume more power. Right-click with the item in your hand to open the teleporter GUI. Enter a frequency used by a Teleporter, and press set. You can then use the "teleport" button to teleport to the block.
