The Portable Information Panel is a tool added by IC2 Nuclear Control. Right-clicking with it in hand will open it's GUI. It only has one slot, in the top right, for a data source card such as the Time Card or the Reactor Sensor Location Card.
Reloading the GUI (exiting it and re-entering it) will allow the remote viewing of the card's data, as it would be viewed in an Industrial Information Panel. It does have some limitations though- Text Cards cannot be edited, and card parameters cannot be changed.
