The Mystical Plinth is a block added by OmniTools. It is one of two parts of a multiblock structure. The Mystical Plinth is placed on the ground and the Forge Lexicon is placed on top of it. When this happens, a lightning strike will occur, however this is purely aesthetic. The block then can then be used just like the Forge Lexicon, but it can be used with item transportation devices for automation purposes.
