The Magnifying Glass is a tool from the Railcraft mod. This tool is used to discover who placed any block from Railcraft. Simply use the tool on a block, and it will say in the in-game chat what the block is and who placed it. This also works on the special types of minecarts.
As of Railcraft 9.0.0.0 for Minecraft 1.7.2, the Magnifying Glass can be used on a structure to be given information about why the structure is not forming.
