The Gem Axes are tools added by RedPower 2. There are 3 different types of Gem Axes, Ruby, Green Sapphire, and Sapphire.
The Gem Axes, like their Vanilla counterparts, are used for breaking wood blocks. Simply hold down left click over a wooden block until it breaks.

Recipe

The Gem Axes are created with three of the material you want to use, and two Sticks in a crafting table.
