The Drawing Table is a block from the OpenBlocks mod. This block is used to turn Unprepared Stencils into Stencils. An Unprepared Stencil can be turned into 15 different stencil patterns. These patterns can be cycled using the arrow buttons in the GUI, and a stencil can be sketched into an Unprepared Stencil by clicking the Draw button.
