Shovel Head
The Cultivator is a Steam Shovel upgrade from Flaxbeard's Steam Power. It will prevent the shovel from working as a digging tool, and instead, a 3x3 around the left-clicked block will be tilled, if possible. It can be installed in the Steam Shovel's head slot in the Engineering Table.
