The Cherrywood Soaking Unit is a machine added by Better With Addons. It is used to soak items in water, allowing changing items such as turning Mulberry Bark into Soaked Mulberry Bark.
Each crafting operation takes 25 seconds, and the Soaking Unit also requires a structure to be built around it in order to function. When the structure is correct the water icon in the GUI will become colored.
